The 13030002 socket reducer piece is the Stahlwille square-drive adaptor that steps a 1/2 in drive down to a 3/8 in drive. Stahlwille identifies it by order number 13030002. One end presents a 1/2 in drive square, the other a 3/8 in drive square, so any 1/2 in ratchet, extension, sliding T-handle or torque wrench in a kit can carry the 3/8 in socket range. This is purely a coupling change. The reducer does not increase what the 3/8 in socket can safely take, so the fastener specification and the rating of the smaller accessories still govern how much torque is applied through it.
