This is the contact alone, not a housed connector: crimp contacts are terminated onto the conductor with a dedicated tool and then inserted into a D-subminiature shell, which allows individual circuits to be replaced without rebuilding the whole connector. Crimped D-Sub construction is standard practice in serviceable equipment and test harnesses.
