A solder sleeve is a heat-shrinkable tube with a preformed solder ring inside: one heat cycle melts the solder onto the conductors and shrinks the sleeve over the joint, producing a soldered and environmentally sealed butt or shield termination in a single operation. The 26-20 range states the wire gauges it accepts, and the blue colour is that range’s own identifying code.
